Asbestos
As a State-licensed Asbestos Consulting Business (#ZA-00000033),
ESC provides a full range of asbestos services. These include Asbestos
Surveys, Abatement Technical Specifications, Area Air Monitoring
during and after abatement, and Personal Air Monitoring. ESC has
been providing these services since 1988.
 ESC
uses a rationale in completing Asbestos Surveys which meets the
Client’s needs in a technically sound, yet efficient manner.
All bulk and quality control duplicate building material samples
are analyzed by laboratories participating in the National Institute
of Standards & Technology’s (NIST’s) National Voluntary
Laboratory Accreditation Program (NVLAP). The samples are analyzed
by polarized light microscopy (PLM). Point counting is performed
if warranted. The Asbestos Survey culminates in a final written
report which presents the results, conclusions, and regulatory requirements.
The report allows the Client to proceed with renovation or demolition
plans for the building.
Technical Specifications are prepared for abatement projects. These
identify the asbestos containing materials (ACMs), abatement procedures,
containment, monitoring requirements, compliance requirements, and
disposal procedures. The Specifications are designed for the Asbestos
Contractor to bid the job and complete the project. If ACMs are
to be left in place, ESC can prepare Operations & Maintenance
Plans (O&Ms). These Plans identify the ACMs and their hazard
rankings, procedures to follow if the materials are disturbed, fiber
release response procedures, personnel training, and other compliance
requirements.
Air is monitored in various ways during and after asbestos abatement
projects. Area samples are collected via high flow pumps. These
samples are used to detect asbestos fibers released from the containment
area into other parts of the building. Samples from commercial,
residential, or industrial buildings are analyzed via Phase Contrast
Microscopy (PCM) in accordance with the National Institute for Occupational
Safety & Health’s (NIOSH’s) Method 7400 (PDF). Samples
from schools, hospitals, and nursing homes are analyzed in accredited
laboratories via Transmission Electron Microscopy (TEM), per 40 CFR
763.
 
During abatement, personal air samples are collected in the breathing
zone with low flow pumps, in accordance with the U.S. Occupational
Safety and Health Administration’s (OSHA’s) requirements
stipulated in 29 CFR 1926.1101. The air cassettes are either collected
by the Asbestos Contractor’s Supervisor or ESC’s staff,
and are analyzed by PCM at either the project site or ESC’s
offices in accordance with the NIOSH’s Method 7400 (PDF). The results
are used to determine compliance with the OSHA’s eight-hour
time-weighted average (TWA) permissible exposure limit (PEL) and
its short term excursion limit (STEL).
